The CRM, Membership and SEO screens all draw the same sidebar — should that frame move into core?

The question: The CRM, Membership and now SEO each render an app shell — a folded WordPress menu, a left sidebar, a top bar. Is that duplicated code, and can it become a hook or a feature in Unyson+ so any screen can display its menus that way?
